Pilgrims planning to perform Umrah in 2025 must secure confirmed hotel bookings and approved local transportation before applying for a visa. The new regulations aim to make the movement of pilgrims flexible, reduce fraudulent accommodation offers, and ensure a safer and more organized Hajj experience. Authorities in the UAE already recommend bookings to be completed through the official Nusuk platform or licensed travel agents to avoid delays or visa rejection along with confirmed hotel and transportation bookings.

New visa requirements
The Ministry of Hajj and Umrah, along with relevant authorities, has made visa approval conditional on proof of approved residence and transportation. Accommodation must be booked in licensed hotels, and verified via the Nusuk Masar or Nusuk Umrah platform. Transportation within the country, such as airport transfers and local transfers, must also be arranged and confirmed. The introduction of these rules is part of a broader initiative to digitize Umrah services, centralize operations, and protect pilgrims from fraud.

Application process step by step
To apply for the 2025 Umrah visa, pilgrims must:

• Book verified accommodations with licensed hotels or authorized operators through the Nusuk portal. Informal or unverified reservations may result in delay or rejection.
• Arrange local transportation, including airport pick-up and transfer, and maintain visa application confirmations.
• Submit your visa application via the Nusuk platform or authorized agencies, carefully following the instructions to avoid third-party bottlenecks.
• Consider booking the full package with trusted tour operators, which includes hotels, transportation and expert guidance for smoother approvals.

Advance planning costs may be a little higher, but early reservations ensure better rates and availability. Off-peak time slots and verified cancellation or refund policies are recommended. Pilgrims should allow extra time for preparation during peak periods in the Islamic calendar to avoid disruptions. The tightened rules have been introduced to make religious tourism convenient and improve the overall pilgrim experience, in line with the goals of Saudi Arabia’s Vision 2030. International pilgrims are advised to complete all bookings early and use Nusuk or licensed operators to ensure compliance and hassle-free visa approvals.
