Odisha launches B-Maan scheme to boost aviation sector

The Odisha government on Saturday approved the ‘B-Maan’ (Aviation Assets and Network) scheme.

“The scheme aims to bring all aspects of aviation under one comprehensive framework. Odisha is expected to be positioned as the Aviation Hub in Eastern India in the entire ‘(Samastanka Pai Biman Seba) administrative vision east.

Key components of the scheme include infrastructure development and modernization, air connectivity and live gap financing (VGP), repair, overhaul and overhaul (MRO) ecosystem, emerging technologies and innovation, cargo and logistics development, capacity building and institutional strengthening.

Explaining the scheme, the chief secretary said that under the scheme, the state government will increase provision of airlines and other incentives to develop regional air connectivity with Tier-II and Tier-III cities along with Udan and other major cities under the scheme.

The state will also set up world-class MRO facilities at Biju Patnaik International Airport and other strategic locations to create a self-sustainable aviation maintenance ecosystem and attract private investment.

This separate, state, drone, offshore, e-vtol aircraft and aerospace manufacturing, odisha manufacturing will be separated allowing each other to remain at the forefront of new age aviation and green mobility, he said.

The Chief Secretary said strengthening air cargo infrastructure, agricultural exports, industrial logistics and time-sensitive trade would be part of the scheme to ensure deeper integration of Odisha with national and global value chains.

The state’s aviation-oriented expertise, flight training and technicians will create large-scale employment opportunities through special programs for pilots – especially for girls – and professionals working in partnership with recognized industry partners.

Among other Cabinet decisions, the proposal of the chief secretary’s housing and urban development department was accepted that the AHAAR scheme (5 schemes of cheap food in urban areas) would be financed from the state budget instead of being taken up by the industry and CMRF (corporate social responsibility), (chief minister’s relief fund).

“Aahaai” a new scheme has been approved, 512 crore between 2025-26-330-31 to 512 years.

According to him, the cabinet approved five proposals of four departments.
